2019 Enlargement Report of the EU: Key findings on Turkey

 

According to the 2019 Enlargement Package of the EU, Turkey has been continued to align with the acquis at limitedly. The report says that Turkey has been lived regression on some key aspects in the areas of free movement of capital, public procurement, competition, information society, economic and monetary policy, and external relations. 


However, the report also points out some important developments.  Especially, Turkey has been shown important developments in corporate law, trans-European networks and science and research areas.  Also, Turkey has been well prepared the areas of company law, trans-European networks and science and research and it has achieved a good level of preparation in the areas of free movement of goods, intellectual property law, financial services, enterprise and industrial policy, consumer and health protection, customs union and financial control. 


According to the report, Turkey should have a well-coordinated policy and because of that, it requires the creation of more comprehensive implementations about these areas: competition, agriculture, food safety, veterinary and phytosanitary policy, social policy and employment, environment and climate change.


According to the advice of the report, Turkey needs to show more attention to the implementation of legislation in all areas in its journey to full membership to the EU. Furthermore, in many areas, Turkey needs to align with the acquis, to strengthen the independence of regulatory authorities and to increase their administrative capacity.
